Food for All Talk 04 “Exploring public-private solutions to Agri-Food Value Chains”
On June 29, the fourth Food for All Talk (#FFATalks) under the WBG-Netherlands Partnership took place, entitled “Exploring Public-Private Solutions to Agri-Food Value Chains”. Jan Ubels of the Dutch PPPLab presented various examples of applying public-private partnerships to agricultural sector transformation.
In this fourth edition of the Food for All Talk series, a WBG audience was challenged to expand its concepts of applying public-private partnerships to agricultural sector transformation. The Talk was organized by the World Bank’s Global Solutions Group (GSG) Agribusiness and the WBG-Netherlands “Food for All” Partnership.
In a presentation by Jan Ubels of the Dutch PPPLab various examples were shared drawn from a large number of PPPs implemented over the past five years in agricultural value chains under Dutch development instruments (including the so-called FDOV instrument). They present a participatory and bottom-up approach from the sector level to achieve inclusive development objectives with farmers, but also local system change for scaling. The PPPLab has done a good job analyzing the drivers behind the PPPs, the scaling and the role of the public P. The discussion acknowledged that this valuable approach differs from the WB’s focus on large infrastructure when it comes to PPPs and adds to discussion on the ‘Cascade approach’. At the same time, participants still struggled with the as yet incomplete typology of public goods within the WBG, the political space with clients to apply such an approach and the lack of instruments within the WBG (outside infra) to really facilitate public-private partnerships with reduced public funding and more blended finance.
